Zelensky Declares He Lacks Explicit Security Pledge from Allies
President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the case of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.
These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.
However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.
Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
The Russian government has thus far remained silent on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "an essential component of our dedication to stand with Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."
Zelensky hailed that accord as a "huge step forward".
A day later, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.
"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your own strength."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also significant owing to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
Witkoff said the allies "mostly completed" their work on finalizing security arrangements.
Last week, the President indicated a peace deal was "90% ready".
Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.
Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to conclude hostilities.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.
Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
